FEMA Releases Updated Guide to Help Communities with Resilience Grants Process

On Thursday, FEMA released updated guidance to help applicants navigate applying for mitigation grant programs. Mitigation grants provide funding to State, local, tribal and territorial governments that address risks and reduce suffering from natural disasters. The HMA Guide now incorporates climate change and future conditions, equity, building codes, capability and capacity building, nature-based solutions and community lifelines as key principles for its grant programs. In addition, it provides guidance on a new program created since the last version, Building Resilient Infrastructure and Communities (BRIC) program, and includes updated guidance for the Flood Mitigation Assistance Program, the HMA Program, and the Hazard Mitigation Grant Program Post Fire. 

 

DOE Announces Over $200 Million to Modernize and Expand Hydropower

On Wednesday, the U.S. Department of Energy (DOE) announced more than $200 million for the modernization and expansion of hydroelectric power and the advancement of new marine energy technologies. The Hydroelectric Incentives Program, administered by DOE’s Grid Deployment Office, has opened two solicitations: 1) The Hydroelectric Production Incentives, which will provide up to $125 million in incentive payments to qualified hydroelectric facilities for electricity generated and sold in 2021 and 2022, and 2) the Hydroelectric Efficiency Improvement Incentives, which will invest $75 million to enable the implementation of capital improvements to boost efficiency. Applications are due by June 20, 2023 

 

DOE Opens Collegiate Competitions for Hydropower and Marine Energy

On Wednesday, the U.S. Department of Energy (DOE) opened applications for the second annual Hydropower Collegiate Competition (HCC) and fifth annual Marine Energy Collegiate Competition (MECC). The Hydropower Collegiate Competition supports solutions to add power-generating infrastructure to existing non-powered dams. The Marine Energy Collegiate Competition supports solutions for ways marine energy can help power the blue economy. These two competitions help undergraduate and graduate students prepare for jobs in hydropower, marine energy, and related industries by challenging them to develop unique solutions to advance these technologies. Applications for both competitions are due April 24, 2023.

 

FY23 Community Connect Program Now Accepting Applications

On Monday, the U. S. Department of Agriculture’s (USDA) Rural Utilities Service (RUS) announced availability of $79 million in FY 23 for the Community Connect Grant (CCG). The purpose of this program is to increase access to the internet in rural communities, providing better resources for jobs, education, healthcare, public safety, and community development. Awarded projects will construct broadband networks that provide service to residential homes, businesses, and essential services (such as public schools, fire stations, public libraries, and public safety stations) located within the service area. In addition, the program requires that all essential community facilities and a community center are provided free services for at least two years. Applications are due June 20, 2023.

FWS Announced $20M to Support Boating Infrastructure, Local Communities and Outdoor Recreation

On Monday, the U.S. Fish and Wildlife Service (FWS) announced more than $20 million in grant funding to construct, renovate, and maintain marinas and other boating facilities for outdoor recreation. The WSFR program and the Boating Infrastructure Grants are part of a state-industry-federal partnership which forms the cornerstone of state-based aquatic resource conservation and was reauthorized by President Biden’s Bipartisan Infrastructure Law (BIL). The program, along with a $2 billion investment from the BIL and the Inflation Reduction Act, furthers the work of the Department of the Interior in expanding outdoor recreation access and restoring cultural resources and open spaces. This year, grants will support an estimated 381 new slips and berths as well as thousands of linear feet of additional side-tie docking space, plus other amenities.

EPA Announces $170 Million WIFIA Loan to Help Limit Water Shortages in San Diego

March 23, 2023 - EPA announced a $170 million Water Infrastructure Finance and Innovation Act (WIFIA) loan to Poseidon Resources in San Diego County, California, to support its Carlsbad Desalination Plant Intake Modification and Wetlands Project, which will help provide sustainable access to drinking water and protect local coastal wetlands.

DOT announces over $94 million in SMART Grants

March 21, 2023 - DOT announced the first round of Strengthening Mobility and Revolutionizing Transportation (SMART) Grant awards, totaling over $94 million for 59 projects across the country. Established by the Bipartisan Infrastructure Law, the new program provides State, local, and Tribal governments $500 million over five years to leverage technology to create safer, more equitable, efficient, and innovative transportation systems.
